Time for Government to Begin Delivering on Human Rights

APRIL 10, 2013 (Washington, DC) – The Vietnamese government should use the opportunity of the upcoming US-Vietnam Human Rights Dialogue to release political prisoners and make commitments to end the persecution of bloggers, land rights activists, and other peaceful critics, Human Rights Watch said today. The 17^th US-Vietnam Human Rights dialogue will take place in Hanoi beginning on April 12, 2013.

“The Vietnamese government has produced an avalanche of political show trials as it tries to keep a lid on growing dissent,” said Brad Adams, Asia director of Human Rights Watch. “The US should use this opportunity to make it clear that Vietnam needs to engage in serious reforms to improve the rights situation, or there will be severe consequences, including damage to relations with the US.”

(Washington, DC) APRIL 10, 2013 – Tổ chức giám sát nhân quyền Human Rights Watch (HRW) phát biểu ngày hôm nay là Chính phủ Việt Nam cần nhân cơ hội cuộc Đối thoại Nhân quyền Mỹ – Việt sắp tới để phóng thích các tù nhân chính trị và cam kết chấm dứt việc truy bức các blogger, các nhà hoạt động về chủ quyền đất đai cũng như những người chỉ trích ôn hoà khác. Cuộc Đối thoại Nhân quyền Việt – Mỹ sẽ diễn ra tại Hà Nội từ ngày 12/4/2013.

Brad Adams, giám đốc phụ trách Châu Á của HRW, phát biểu: “Chính phủ Việt Nam đã dựng lên một loạt phiên toà mang tính trình diễn khi tìm cách ngăn chặn làn sóng bất mãn đang ngày một dâng cao. Hoa Kỳ cần tận dụng cơ hội này để nêu rõ rằng Việt Nam cần tiến hành cải cách nghiêm chỉnh nhằm cải thiện tình hình nhân quyền, nếu không họ sẽ phải đối mặt với những hậu quả nghiêm trọng, kể cả việc tổn hại đến mối quan hệ với Hoa Kỳ.”

Unidentified assailants believed to be connected to the police on Tuesday ambushed and severely beat a Vietnamese dissident a day after he tried to shield a prominent woman land rights activist from harassment and attack by suspected government agents, according to the victims.

Five or six men appeared suddenly from a bush and beat dissident Nguyen Chi Duc with heavy sticks, knocking him off his motorbike, as he was on his way for lunch near his office at Thang Long industrial park in Hanoi, Duc said.

The attack appeared to be in retaliation for his protection of land-rights activist Bui Minh Hang from harassment by suspected agents working for government security forces who had followed her on Monday from her hometown of Vung Tau to Hanoi over a lawsuit she had filed.

Ladies and gentlemen,

It is a surprise and a pleasure to be here at this honorable ceremony today, just because, in my country, many rights are regconized under the constitution but the authorities have restricted them by all means. Over the past two years, many bloggers have not allowed to travel abroad for tourism, health cares, conferences or receiving the international prizes, like myself, without any proper reason. They are blogger Dao Hieu, Nguoi Buon Gio, Nguyen Hoang Vi, JB Nguyen Huu Vinh, Huynh Trong Hieu, Uyen Vu, Le Quoc Quan…

Therefore it is a big surprise for me to be here. Perharps, its reason may be the prestige of RSF and Google Inc. who are the founder and the sponsor of this worthy award. And also it may be the lively outcome of campaigns for human rights and democracy in my country as the result of petitioning amendments of the constitution, which has had a certain effect on the authorities.

By the way, I would like to say more about the campaign for democracy and human rights which has been happening actively in my country. Three years ago, blogger and lawyer Cu Huy Ha Vu wrote articles to call for a multi-party system to democratize, he soon was sentenced up to 7 years in prison. Nowadays, I am here to witness a number of organizations with nearly twenty thousands of signatories in the petition calling for abolishing Article 4 of the constitution and pluralism, multi-party system without such fear.

Tôi thật sự bất ngờ khi có mặt tại buổi lễ hết sức trân trọng nầy. Vì ở đất nước tôi nhiều quyền tự do được hiến pháp công nhận nhưng vẫn bị nhà cầm quyền tìm cách nầy cách khác hạn chế. Trong vòng 2 năm trở lại đây có khá nhiều blogger không được phép đi ra nước ngoài để du lịch, để chữa bệnh, để dự hội thảo, hoặc để nhận các giải thưởng quốc tế như tôi mà không có lý do . Đó là các blogger Đào Hiếu, Người Buôn Gió, Nguyễn Hoàng Vi, JB Nguyễn Hữu Vinh, Huỳnh Trọng Hiếu, Uyên Vũ, Lê Quốc Quân…

Do vậy sự có mặt của tôi ở đây là một bất ngờ. Có thể là do uy tín của Tổ chức Phóng viên không biên giới RSF cũng như của tập đoàn Google, là hai tổ chức đã sáng lập và bảo trợ cho giải thưởng cao quý nầy. Và cũng có thể là do những cuộc vận động đấu tranh cho nhân quyền, cho dân chủ ở nước tôi đang diễn ra khá sôi động thông qua việc góp ý sửa đổi hiến pháp đã có những tác dụng nhất định lên giới cầm quyền.

Xin nói thêm về cuộc vận động đấu tranh cho nhân quyền và dân chủ đang diễn ra khá mạnh mẽ ở đất nước tôi. Cách đây ba năm, khi blogger, luật sư Cù Huy Hà Vũ  qua các bài viết đề nghị đa đảng để dân chủ hóa, liền bị kết án 7 năm tù, thì nay, khi tôi có mặt ở đây, bên nước tôi đã có nhiều tổ chức với tổng số gần 20 ngàn người ký tên vào các bản kiến nghị yêu cầu xóa bỏ điều bốn trong hiến pháp và yêu cầu đa đảng mà không phải e dè sợ hãi.

Vietnamese Blogger Le Anh Hung arrested and interned in a mental institution in Hanoi

PARIS, 26 January 2013 (VIETNAM COMMITTEE) – The Vietnam Committee on Human Rights strongly denounces the virtual kidnapping of Vietnamese blogger Lê Anh Hung and his internment in a mental institution in Hanoi.At 10.15am on Thursday 24 January, six secret security agents came to the company in Hung Yen where Hung was working and told his boss they needed to see him about “matters concerning temporary residence papers”. They then forced him into their car and took him away without any explanation. He was later found to be interned in the “Social Support Centre No 2” in Ung Hoa, Hanoi, a centre for mentally ill. When friends tried to visit him on Friday, the head of the centre confirmed that he was there, but refused to let them meet him. He said that Hung’s mother had demanded his internment, and specifically told them that no one should be allowed to see him other than herself. Le Anh Hung’s mother denies ever making such a demand.
