European Parliament resolution on Vietnam, in particular freedom of expression (2013/2599(RSP))

The European Parliament,

–   having regard to the Partnership and Cooperation Agreement between the EU and Vietnam signed on 27 June 2012 and to the EU-Vietnam human rights dialogue held twice a year between the EU and the government of Vietnam,

–   having regard to the International Covenant on Civil and Political Rights to which Vietnam acceded in 1982,

–   having regard to the Universal Periodic Review Outcome on Vietnam by the UN Human Rights Council of 24 September 2009,

–   having regard to report of the UN Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression to the 14th Session of the Human Rights Council in April 2010,

– having regard to the Statement by the Spokesperson of EU High Representative Catherine Ashton on the sentencing of bloggers in Vietnam of 24 September 2012,

US Congressional Hearing examines human rights and religious freedom violations against the Unified Buddhist Church of Vietnam

WASHINGTON D.C., 11 April 2013 (VIETNAM COMMITTEE) – Mr. Vo Van Ai, President of Paris-based Vietnam Committee for Human Rights and International Spokesman of the Unified Buddhist Church of Vietnam (UBCV) called on the United States today to raise issues of religious repression against the UBCV at the coming U.S.-Vietnam human rights dialogue that takes place in Hanoi this week. The annual dialogue, which is held alternately in Washington D.C. and Hanoi, was scheduled for late 2012, but postponed by the U.S. due to lack of human rights progress in Vietnam.

Mr. Ai was speaking at a Hearing in the U.S. Congress on “Highlighting Vietnamese Government Human Rights Violations in Advance of the U.S.-Vietnam Dialogue” before the House Subcommittee on Africa, Global Health, Global Human Rights and International Organizations chaired by Congressman Chris Smith. Other witnesses testified on issues of human trafficking and abuses against Christian Montagnards, Catholics and other religious communities in Vietnam.

HOA THỊNH ĐỐN, 11.4.2013 (QUÊ MẸ) – Ông Võ Văn Ái, Chủ tịch Ủy ban Bảo vệ Quyền Làm Người Việt Nam có trụ sở tại Paris và Phát ngôn nhân Viện Hóa Đạo Giáo hội Phật giáo Việt Nam Thống nhất (GHPGVNTN) nhận được thư mời của Dân biểu Ed Royce, Chủ tịch Ủy ban Đối ngoại Hạ viện đến điều trần về tình trạng GHPGVNTN bị đàn áp tại Việt Nam.

Dân biểu Chris Smith chủ tọa cuộc điều trần này dưới đề tài “Nêu bật các vi phạm nhân quyền của Chính phủ Việt Nam trước cuộc Đối thoại Nhân quyền giữa hai nước Việt Mỹ”. Những người được chính thức ghi tên tại cuộc điều trần lúc 10 giờ sáng ngày thứ năm 11.4.2013 gồm có : Cựu dân biểu Joseph Cao, ông Võ Văn Ái, Chủ tịch Ủy ban Bảo vệ Quyền Làm Người Việt Nam kiêm Phát ngôn nhân Viện Hóa Đạo GHPGVNTN, Cô Anna Buonya, Phát ngôn nhân Tổ chức Nhân quyền Người Thượng, Cô Danh Bùi, Nạn nhân việc buôn bán phụ nữ, Ông Tiên Trân, Nạn nhân Công giáo ở Cồn Dầu, và ông John Sifton, Giám đốc Á châu của Tổ chức Human Rights Watch.

Ông Võ Văn Ái kêu gọi Hoa Kỳ hãy đề cập vấn đề đàn áp Giáo hội Phật giáo Việt Nam Thống nhất (GHPGVNTN) trong cuộc Đối thoại Nhân quyền Mỹ Việt tuần này tại Hà Nội. Đây là cuộc đối thoại nhân quyền thường niên tổ chức luân phiên tại thủ đô Hoa Thịnh Đốn và Hà Nội. Vốn định kỳ từ năm 2012, nhưng Hoa Kỳ đã tự động hũy bỏ do tình trạng nhân quyền không được cải tiến tại Việt Nam.

Time for Government to Begin Delivering on Human Rights

APRIL 10, 2013 (Washington, DC) – The Vietnamese government should use the opportunity of the upcoming US-Vietnam Human Rights Dialogue to release political prisoners and make commitments to end the persecution of bloggers, land rights activists, and other peaceful critics, Human Rights Watch said today. The 17^th US-Vietnam Human Rights dialogue will take place in Hanoi beginning on April 12, 2013.

“The Vietnamese government has produced an avalanche of political show trials as it tries to keep a lid on growing dissent,” said Brad Adams, Asia director of Human Rights Watch. “The US should use this opportunity to make it clear that Vietnam needs to engage in serious reforms to improve the rights situation, or there will be severe consequences, including damage to relations with the US.”

Đã đến lúc chính phủ bắt tay vào việc thực thi quyền con người

(Washington, DC) APRIL 10, 2013 – Tổ chức giám sát nhân quyền Human Rights Watch (HRW) phát biểu ngày hôm nay là Chính phủ Việt Nam cần nhân cơ hội cuộc Đối thoại Nhân quyền Mỹ – Việt sắp tới để phóng thích các tù nhân chính trị và cam kết chấm dứt việc truy bức các blogger, các nhà hoạt động về chủ quyền đất đai cũng như những người chỉ trích ôn hoà khác. Cuộc Đối thoại Nhân quyền Việt – Mỹ sẽ diễn ra tại Hà Nội từ ngày 12/4/2013.

Brad Adams, giám đốc phụ trách Châu Á của HRW, phát biểu: “Chính phủ Việt Nam đã dựng lên một loạt phiên toà mang tính trình diễn khi tìm cách ngăn chặn làn sóng bất mãn đang ngày một dâng cao. Hoa Kỳ cần tận dụng cơ hội này để nêu rõ rằng Việt Nam cần tiến hành cải cách nghiêm chỉnh nhằm cải thiện tình hình nhân quyền, nếu không họ sẽ phải đối mặt với những hậu quả nghiêm trọng, kể cả việc tổn hại đến mối quan hệ với Hoa Kỳ.”

Unidentified assailants believed to be connected to the police on Tuesday ambushed and severely beat a Vietnamese dissident a day after he tried to shield a prominent woman land rights activist from harassment and attack by suspected government agents, according to the victims.

Five or six men appeared suddenly from a bush and beat dissident Nguyen Chi Duc with heavy sticks, knocking him off his motorbike, as he was on his way for lunch near his office at Thang Long industrial park in Hanoi, Duc said.

The attack appeared to be in retaliation for his protection of land-rights activist Bui Minh Hang from harassment by suspected agents working for government security forces who had followed her on Monday from her hometown of Vung Tau to Hanoi over a lawsuit she had filed.

PARIS, 6 April 2013 (VIETNAM COMMITTEE) – Prominent Buddhist blogger and writer Huynh Ngoc Tuan informs the Vietnam Committee on Human Rights(VCHR) that on 3 April 2013, he was the victim of harassment by unknown men, presumably hired hands of the local security forces. At midnight, he suddenly heard a motorbike pull up outside his home, which is next to the village road. Several buckets of foul-smelling water containing a mixture of rotten shrimps, fishes’ guts and excrement were hurled into his house, just near his sleeping place. He managed to catch a glimpse of two men on the motorbike as it raced away into the night. The stench of the fetid water was so strong that his family all vomited. They spent the night trying to clean up the house, but could not get rid of the smell of the foul mixture, which had splashed all over their clothes and belongings. Even the neighbours complained of the smell.

PARIS, ngày 6.4.2013 (QUÊ MẸ) – Nhà văn và blogger Huỳnh Ngọc Tuấn đã chuyển đến Cơ sở Quê Mẹ và Ủy ban Bảo vệ Quyền Làm Người Việt Nam ở Paris những hình chụp cùng tin công an tấn công nhà bằng những xô nước thối.

Hôm 3.4.2013 vào lúc 12 giờ 30 khuya, nhà văn Huỳnh Ngọc Tuấn nghe những tiếng xe gắn máy nổ ầm trước phòng ông ngủ sát mặt đường. Liền đó những xô nước thối đổ ào, văng tung tóe vào nhà. Mùi thối kinh khủng xông lên khiến cả nhà nôn mửa và nhức đầu. Nước thối nổi lều bều những đầu tôm, xương cá pha lẫn phân. Suốt đêm cả gia đình nhà văn xối nước tẩy rửa vẫn không hết mùi xú uế. Ngay các nhà hàng xóm cũng không chịu nổi mùi hôi nồng nặc.

Dirty tricks of the communist security force again

At midnight on 3 April 2013, when my family was sleeping, my father heard the sound of a motorbike arriving at the house, near his sleeping place (his sleeping room lies next to the village road). Then, there was thunderous sound of water falling and spitting out, combined with a terribly foul smell emanating. My father rose up, briefly noticing the motorbike running away with two young men on it.

My family all awoke, realizing it was dirty tricks of the security force that many dissidents such as Mr Hoang Minh Chinh, Mrs Tran Khai Thanh Thuy, etc. previously  and Mrs Bui Thi Minh Hang recently had been inflicted upon.

By the way, it is worth mentioning here that last year, they threw 2 poisonous snakes into my house. Working with the security force, I had accused them of using poisonous snakes to harm my relatives. Security officer Huynh Ngoc Truyen just said: “What you do makes your neighbours hate you so much that they want to kill you.”
