Việt Nam tiếp tục đàn áp tự do ngôn luận với việc kết án 14 nhà hoạt động

Freedom House chỉ trích bản án đối với 14 nhà bảo vệ nhân quyền tại Việt Nam và kêu gọi phóng thích họ ngay lập tức cũng như phóng thích những người ủng hộ tự do ngôn luận khác đang bị giam giữ. Bản án của họ là bước mới nhất trong một cuộc tấn công ngày càng tăng cường của chính quyền đối với những người đang nỗ lực để thực hiện quyền tự do ngôn luận, và phiên tòa xử họ là một trong những phiên tòa lớn nhất xét xử những người bảo vệ nhân quyền trong nước từ trước đến nay.

Vietnam Continues Crackdown on Free Speech with Conviction of 14 Activists

Freedom House condemns the conviction of 14 human rights defenders in Vietnam and calls for their immediate release and for the release of other jailed free speech advocates. Their conviction is the latest in an intensified attack by the government on those seeking to exercise their right to free speech, and their trial was one of the largest ever trials of human rights defenders in the country.

A provincial court in Vinh, Vietnam convicted the activists of “subversion of authorities,” sentencing 13 of the activists to three to 13 years in prison, and giving one activist a suspended sentence. The 14 activists – which included students, bloggers, and citizen journalists – were accused of having ties to the banned Viet Tan network, and were tried together in a sham trial that lasted only two days. Most of the activists are Catholic, a group often persecuted in Vietnam, reflecting the government’s poor record on religious freedom.

Freedom House is also concerned by reports that several family members and supporters of the activists who peacefully gathered outside the courthouse were harassed, assaulted, and detained by police officers.

This is the latest escalation in the government’s persecution of free speech advocates. Le Quoc Quan, a blogger who was arrested on December 27 and subsequently began a hunger strike to protest his detention, has been denied visits from his family and his lawyer.

Freedom of expression is severely curtailed in Vietnam, and the country is rated Not Free in Freedom in the World 2012, Freedom of the Press 2012, and Freedom on the Net 2012. Harassment of cyber-activists has been on the rise since 2008, with the government engaging in a targeted campaign against critics, cracking down on blogs and social media, and harassing and detaining independent bloggers and their families.

Vietnam Renews Attack on Free Expression Online

On 31 Dec, 2012 – Freedom House condemns the recent escalation in the persecution of free speech advocates in Vietnam, and calls for the release of several bloggers who have been unjustly imprisoned for shining a light on corruption and human rights abuses.

Lawyer and blogger Le Quoc Quan was arrested December 27 in Hanoi following a recent order by Prime Minister Nguyen Tan Dung that authorities renew the fight against anyone using the Internet to “defame and spread propaganda against the state.”  Although he was reportedly charged with tax evasion which is frequently used by the government to silence activists and critics of the government, Le Quoc Quan was known for blogging about human rights abuses, religious freedom, and  issues that are ignored by the state-controlled media.

On December 28, an appeals court upheld the 12-year prison sentence for  Nguyen Van Hai (“Dieu Cay”) and 10-year prison sentence for Ta Phong Tan, after both bloggers were indicted in September 2012 for “producing propaganda against the state” and “writing and disseminating information online” about human rights and corruption. A third blogger, Phan Thanh Hai, who pled guilty at the September 2012 trial, had his sentence reduced from four to three years following the appeal.

Việt Nam lại tấn công tự do ngôn luận online.

On 31 Dec, 2012 – Freedom House lên án sự leo thang mới đây trong việc đàn áp những người cổ súy tự do bày tỏ quan điểm tại Việt Nam, và kêu gọi thả một số blogger, những người đã bị giam cầm một cách bất công vì đưa ra ánh sáng các vụ tham nhũng và vi phạm nhân quyền.

Luật sư, blogger Lê Quốc Quân đã bị bắt 27 tháng 12 tại Hà Nội sau một mệnh lệnh mới đây của Thủ tướng Nguyễn Tấn Dũng nói rằng chính quyền cần làm một cuộc chiến mới chống lại bất cứ ai sử dụng Internet nhằm “nói xấu và tuyên truyền chống nhà nước”. Mặc dù Quân được cho biết là bị bắt với tội danh trốn thuế, vốn thường được chính phủ dùng để bịt miệng các nhà hoạt động và nhà phê bình chính phủ, ông Lê Quốc Quân đã được biết đến như người viết blog về các vi phạm nhân quyền, tự do tôn giáo, và các vấn đề được bỏ qua bởi các phương tiện truyền thông do nhà nước kiểm soát.

Ngày 28 tháng 12, phiên tòa phúc thẩm đã giữ y bản án 12 năm tù cho Nguyễn Văn Hải (“Điếu Cày”) và bản án 10 năm tù cho bà Tạ Phong Tần, sau khi cả hai blogger đã bị buộc tội vào tháng 9 năm 2012, với tội “tuyên truyền chống lại nhà nước” và “viết và phổ biến thông tin trên mạng” về nhân quyền và tham nhũng. Một blogger thứ ba, ông Phan Thanh Hải, người đã nhận tội tại phiên tòa tháng 9 năm 2012, đã được giảm án từ 4 xuống còn 3 năm sau phiên tòa kháng cáo.

Tự do ngôn luận bị hạn chế nghiêm trọng tại Việt Nam, và bị sắp loại Không Tự do trong Freedom of the World 2012, Freedom of the Press 2012, và Freedom on the Net 2012.  Quấy rối các nhà hoạt động online đã tăng lên từ năm 2008, qua việc chính phủ tiến hành chiến dịch nhắm mục tiêu vào những người phê bình, đàn áp blog và các phương tiện truyền thông xã hội, cũng như sách nhiễu và bắt giữ các blogger độc lập và gia đình của họ.

For Immediate Release: UN Petition filed on behalf of imprisoned Vietnamese labor organizers to obtain opinion that their ongoing detention violates international law

Washington, D.C (October 11) – Today, the law firm Woodley & McGillivary, in consultation with Freedom Now, submitted a petition to the UN Working Group on Arbitrary Detention on behalf of imprisoned Vietnamese labor organizers Doan Huy Chuong, Do Thi Minh Hanh, and Nguyen Hoang Quoc Hung. The petition seeks a determination from the body of independent experts that the continued detention of Doan, Do, and Nguyen is arbitrary and a violation of international law.

Vietnam Widens Crackdown on Free Expression with Conviction of Bloggers

Sep 25, 2012 – Freedom House condemns the conviction of three Vietnamese pro-democracy bloggers for expressing political dissent and calls for their immediate release. The Vietnamese government must end its campaign against those exercising their right to free expression online.

Ngày 25/9/2012 – Freedom House lên án phán quyết buộc tội dành cho 3 blogger ủng hộ dân chủ của Việt Nam bằng cách thể hiện sự bất đồng quan điểm chính trị và kêu gọi thả họ ngay tức khắc. Chính phủ Việt Nam phải chấm dứt chiến dịch chống lại những người thực hiện quyền tự do ngôn luận trực tuyến. 

Vietnam Postpones Trial of Bloggers for Third Time

Aug 3 2012 – 3:50pm: Freedom House condemns today’s decision to postpone the August 7 trial for three Vietnamese bloggers. This is the third time the court has delayed the trial, which stems from charges widely considered to be punishment for their criticism of the government. Freedom House calls for the Vietnamese government to drop all charges against the three bloggers and ensure their immediate release.

Việt Nam hoãn xét xử các blogger lần thứ ba

Ngày 3/8/2012 – 3:50pm – Freedom House, hôm nay, lên án quyết định hoãn phiên tòa xét xử ba blogger ngày 7/8. Đây là lần thứ ba tòa đã hoãn. Căn nguyên tội trạng phần lớn được xem như sự trừng phạt vì chỉ trích chính phủ. Freedom House kêu gọi chính quyền VN xóa hết tội trạng và thả ba blogger lập tức.
